The strategy is a necessary conceptual document in the field of regional development. A strategy is a tool for implementing regional policy and coordinating other public policies' impact on regional development.

The strategy includes a detailed analysis of regional differences in a given country (especially at the level of municipalities with extended powers), the conclusions of which are reflected in the proposals of objectives, priorities, and specific measures defined for regional development needs.
